Shenzhen Municipal Water Affairs Bureau (called as Municipal Water Affairs Bureau for short) is established in accordance with <Official Reply of Guangdong Provincial Committee of CPC and People¡¯s Government of Guangdong Province on the Pilot Project of Deepening Administrative System Reform in Shenzhen City>(YW (2004) NO.6). This bureau is responsible for the water administrative work of the whole city and a part of the municipal government.

1. Main responsibilities:

  1. Carry out national and provincial guidelines, policies, laws and regulations; work out the policies and regulations of water affairs works of the city and organize to bring them into force after approval.
  2. Organize to work out the development planning, medium-long term plan and annual plan of water affairs of the city, as well as professional planning including water resources, flood control and waterlogging drainage, water supply and drainage, water saving, water and soil conservation, wastewater treatment and reuse, reclaimed water utilization, seawater utilization, etc, and organize to bring them into force accordingly.
  3. Work out water resource protection planning in conformity with relevant laws, regulations and standards of national resource and environmental protection; unify to manage water resource (including air water, surface water and ground water); put into practice the water drawing license system; organize the demonstration of water resource for great construction projects; collect water resource fee pursuant to law, as well as release water resource bulletin of the city.
  4. Responsible for the management of water affairs enterprises, franchise management of water affairs industry, supervising the qualification of water supply enterprises and organizing to calculate the water price in accordance with laws; responsible for the management of piped direct-drinking water of the whole city, daily test and supervision of quality of water supply and drainage.
  5. Responsible for the construction management, quality and safety supervision of water affairs engineering, supervising of fixed assets of water affairs invested by government, and special fund management of small-scaled farmland water conservancy works.
  6. Responsible for the supervision of reservoirs, river courses, dikes, mudflats in estuaries, flood detention areas and other water affairs facilities in accordance with the principle of hierarchical management, the examination and approval of construction projects within water engineering management scope.
  7. Responsible for water and soil conservation work of the whole city; and organize to coordinate the monitoring and comprehensive prevention of water and soil loss.
  8. Organize the division of water functional areas; monitor the water in the river courses and reservoirs; check the water quality; verify the permissible pollution bearing capacity of water bodies; and put forward advices of limiting total pollutants to Environmental Protection department. ?
  9. Responsible for construction management of drainage and wastewater treatment facilities of the whole city, the supervision of wastewater treatment fee, water saving work of the whole city, wastewater recycle and utilization of reclaimed water and seawater.
  10. ?Responsible for the organization and coordination of water affairs information construction of the whole city, and science & technology tasks of water affairs system; organize the training for staffs who are responsible for water affairs system.
  11. ?Responsible for works related to water policy supervision and water administrative law enforcement, and mediating disputes concerning water events.
  12. ?Represent to administrate Municipal Comprehensive Water Environment Treatment Office, Municipal 3-defence Headquarters and Municipal Shenzhen River Regulation Office; guide water affairs work in every district.
  13. ?Establish sound dialogue & communication system with enterprises, and provide efficient and excellent services.
  14. ?Undertake other tasks assigned by superiors.
